Masaya Matsuura (松浦 雅也, Matsuura Masaya - am 16. Juni 1961 geboren) ist ein japanischer Musiker und Videospieldesigner, der in Tokio lebt. Er studierte Industrielle Sozialwissenschaften an der Ritsumeikan- Universität. Matsuura hat während seiner gesamten Karriere intensiv mit Musik und Bildern gearbeitet.

Er war Mitglied der J-Pop-Band PSY • S (サイズ) (oder PSYCHOLOGICAL S) und war der erste japanische Musiker, der jemals eine CD-ROM veröffentlichte. Masaya Matsuura gilt mit Vib Ribbon und Parappa the Rapper auch als Erfinder des modernen Musikvideospiels. Letzteres Spiel entwickelte er mit seinem Studio NanaOn-Sha und dem Illustrator Rodney Alan Greenblat.
